Permits for a detached garage, shop or carport in Bryan and College Station

When a garage, shop, shed or carport needs a building permit in College Station and Bryan, what the city asks you to submit, and who files it.

By EV Roofing & Construction

If you are planning a detached garage, a shop, a carport or a storage building in Bryan or College Station, plan on a building permit before anyone sets a form board. That is the short answer, and it holds for almost every project people actually call about.

Here is the slightly longer version. In College Station, a carport always needs a permit, and the only detached structure that can skip one is a single small one that meets five conditions at the same time. A garage or a shop fails that test: it is larger than 120 square feet and it is fixed to a slab. In Bryan, permit applications, review comments and inspection requests all go through the city’s online portal, Citizenserve, and we could not find a plain language page from the City of Bryan on accessory buildings, so the right first step there is a call to Development Services before anything is drawn.

Everything below comes from the two cities’ own published guidance, checked on 23 October 2026. Rules change, so the city is always the final word.

College Station: the five conditions for skipping the permit

The City of College Station allows one detached accessory structure per residential lot to go up without a building permit, but only when every one of these is true:

  1. The floor area is not more than 120 square feet.
  2. It is not in a surface drainage easement.
  3. It is not permanently fixed to the ground.
  4. It sits in the rear yard.
  5. It has no sewer, water, gas or electric service.

Miss any one of the five and the city requires a building permit. Read that list against a real garage or shop and the answer is clear: it sits on a slab, it is much larger than 120 square feet, and it almost always has power. A prefabricated shed on skids in the back corner of the yard may qualify. A building you plan to park in or work in will not.

The drainage easement condition is the one people miss. Easements are shown on your plat or survey, and a structure placed in one can end up in the path of water the whole neighborhood relies on. Find the survey before you pick the spot.

Carports in College Station

The city is direct about this one: a permit is required for the installation of a carport. Its carport page lists no exemption by size.

What College Station asks you to submit

For an accessory building or a carport, the city asks for two things with the application:

  • A site plan or property survey, with dimensions, showing where the structure sits on the lot.
  • Plans with dimensions showing how the structure is built and anchored. For an accessory building the city lists the foundation, electrical and plumbing plans, the materials and the spacing of the framing members. For a carport, the materials and the framing spacing.

Applications go through the city’s online system, eTRAKiT. A permit fee is due once the application is approved. We do not print the fee here, because College Station adjusts its permit fees every 1 October; our permits page explains why and where the current schedule lives.

An inspection is required when the work is complete. You or your contractor schedule it through eTRAKiT or by calling Planning and Development Services on (979) 764-3570.

Who files it in College Station

A homeowner can do this work on their own homestead without registering as a contractor, but still has to apply for the permit before any construction starts. If a contractor does the work, that contractor has to be registered with the City of College Station.

Whoever files it, the name on the permit is the name that answers to the inspector. On every job we bid, the proposal states in writing who obtains the permit, so nobody finds out on inspection day.

Bryan: ask first, then draw

The City of Bryan handles building permits through its Development Services department. Applications, review comments and inspection requests all run through the online portal, Citizenserve.

Two questions are worth asking Development Services before anything is designed:

  • Does this structure need a building permit? For a garage, a shop or anything with power, expect yes.
  • Where on the lot may it sit? That falls under the city’s zoning rules (Bryan links its Comprehensive Zoning Ordinance from its Development Regulations page), and the answer changes the size and shape of what you can build.

You can reach Bryan Development Services at the Development Center, 200 E. 29th St., on (979) 209-5030 or at building@bryantx.gov, Monday to Friday, 8:00am to 5:00pm.

Outside the city limits

If the lot sits in unincorporated Brazos County rather than inside Bryan or College Station, the rules are different, and they are not the same as either city’s. Confirm which side of the line the property sits on before you assume anything. We check this before we quote.

The HOA is a separate approval

If your neighborhood has deed restrictions or an HOA, it may have its own approval process for outbuildings, carports and exterior materials. A city permit does not replace that approval, and an HOA approval does not replace the permit. If you have both, plan time for both.

Before you design anything

A short checklist that saves the most time:

  • Find your survey or plat. It shows the property lines and any easements.
  • Mark the rear yard. In College Station it is one of the five conditions, and it is usually where an outbuilding goes anyway.
  • Decide on power and water now. Utilities change the permit, the plans and the inspections.
  • Call the city with the size and the spot you have in mind.
  • Check the HOA rules if there are any.

For a new garage, shop or carport we draw a concept first, showing what we propose and exactly where it lands on your property, before any price. That drawing is also the start of what the city asks to see. Read more about how we build detached garages, shops and carports, the roofing and building permits page, or how we work and bid.
